Post-regime-change partnerships had empowered Irregular forces, some integrated into the national army. Their rise alarmed Peripheral Ally, who saw them as "border threats"—straining US relations. To reshape regional order, Peripheral Ally funded Vassal Armies in Neighbouristan and its own territory.

As Neighbouristan descended into civil war, the Vassal armies surged in, colluding with the F-Tree wackos to carve out fiefdoms.

With US withdrawal underway—even interpreters begged soldiers to evacuate their families—jihadists redoubled resistance while regional powers scrambled to fill voids. The Peripheral Ally accelerated Vassal armies support for a post-coalition era. Intel from undercover "Old Man ♥♥♥♥" proved Peripheral Ally directed Vassal armies to smuggle arms into Nowheraki, thereby combating rival factions through the hands of jihadists. After transmitting voluminous intel, "Old Man ♥♥♥♥" requested extraction and went dark.

JSOC launched Operation "Coveter", inserting into Neighbouristan to rescue the undercover. Preliminary strikes required seizing a Vassal-held village on a key route to block reinforcements.
