Changed ground rain catch method to use vanilla RainProcurement functionality from barrels
Tidied up and improved code in action conditions

- Made washing hands in the rain take significantly longer than using wells, water sources or bottles.

- Added ability to wash hands in the rain (look up with bloody hands under same weather conditions as catching rain with containers)

- Meta file update.
