Also what about Hunting Packs Skirmish? Personally I don't mind any of the units in their vanilla state but I do think hunting packs lacking skirmish mode is simply inappropriate for their role when they effectively operate in an identical fashion to Outriders which do have skirmish mode.

These particular units have the speed to skirmish against the vast majority of units, like Outriders, but don't have the associated mode. That feels wrong.

What about a "Better Hunting Packs" that only modifies Salamander and Razordon Hunting Packs in the above ways, but doesn't affect Ancient Salamanders?
