i wonder if some sort of winds of magic boost both local and faction wide would work as well.

This is how it should be in base game!
For real when you look at the Vortex campaigns for thebase races all of themget diplomatic buffs/debuffs according to howfar inthe ritual they are.

I see noreason why it should be different for Lizardmen in Mortal Empires.
(Lizardmen specificaly I mean)
