In GMod itself, you can change the fog settings using a special entity, but it doesn't save the settings if it is deleted (for example, when changing the map to another map).
You can look at the fog settings on other maps, then, if the fog is also changed there, then a certain addon will be to blame
The reason they disappear at a distance is called visibility optimization, and, in theory, the fog on the map itself should hide such a cutoff in visibility.
Most likely, your fog settings are changed.
