No, works with other skins and models. It doesn't work with mods that change her eye color already but not too many do that.

Yes, works with anything Witch related - animations, models, textures/skins, etc.
It won't work with mods that change her eye color though as it'll either replace that mod's eyes or this mod will be overriden.
