ah a gif! I just made a non animated texture with transparency, and rotated that around its middle point. Ill look into it!

Well, I have no tutorial for you. I do have a Jupyter notebook that will create an animation GIF of the radar screen.
You can achieve a similar effect using GIMP by creating a black-white gradient on a layer, transforing it via Filter>Distort>Polar coordinates and then using the result as a mask on the alpha channel (white should then result in full opacity and black in full transparency).

I think you can get by without emission here, just a brighter green - it's always about the contrast. For the sweep you could try the exp. decaying opacity (maybe with a hart cutoff once opacity is low enough). You'd have to play with the coefficient a bit but Exp(-2 *x) could work.

Aside: I think it's good you can't add emission here, since this could mess around with people trying to pull funny stuff hiding in the shadows and that'd be unfortunate.

Cool idea and great constructive feedback! Sadly I can’t change much from the sweep, since it’s source restricting the movement, and since it’s a transparent texture I can’t make it emissive either sadly..

I like the green - looks actually like the old CRT monitors (also used on submarines, so fitting).
But I think it should be desaturated a bit since in its current form the screens stick out too much on the player model.
Alternatively, instead of muting the colours restructure the screen in the following way: Make the background black/dark grey. Keep the dots and the grid as now (maybe a bit brighter) but fade to BG very quickly around them - the screens only glow where hit by a particle from the electron cannon. Make the sweep fall off exponentially - should make it cover a smaller sector while still conveying the sweeping motion. (c.f. https://en.wikipedia.org/wiki/Cathode-ray_tube )

I tried that colour, but it didnt look good with the gold tier (just one big yellow blob), so I sticked with green since that catches your eyes better

I think it'd be better if the display was a washed out amber/gold. The green is not doing it.
