[*] Look for the tile shaped like the Arasaka Tower (static version) and just place it directly.
[*] Alternatively, use the Arasaka Office Complex (dynamic version).. place it, then raise it to max height. It will transform into the Arasaka Tower 2077, but with randomized windows and lighting.

The simple corpo building that doesn’t raise is still WIP. As for the large one.. it's the Arasaka Towers. When raised, it transforms from the Arasaka 2020 complex into the Arasaka 2077 fortress tower, based on the lore from Cyberpunk 2077. The concept is: four massive skyscrapers merge into one monolithic fortress (with fewer windows for added corporate security).
