Managed to fix this using Pack File Manager.

Using "Pack File Manager" open up the "grecocc.pack" file.
Expand "db". Select "cultures_subcultures_tables" from the list of "db" entries and delete it.
Then save.

Then launch the game and the battles in the campaign and custom battles should be playable again.

Peeps download patch 17 on steam-Rome Ii total war- Properties - Beta's,
its the only way to make this mod work
