Kyklop's Electronic warfare ACRE compatibility

Description
Compatibility patch for Kyklop's Electronic warfare mod, which enables jamming of ACRE radios.
The algorithm for calculating the effect of a jammer is work in progress and will be replaced.

Think this might need an update since the last ACRE2 update? Can't seem to get the jamming to work...
