As explained by one commenter, this is because the game is programmed to wait until you close the first dialogue window before spawning in Monst3r. Since the dialogue window is no longer there, the game never spawns Monst3r and goes on softlock.
So I would suggest to the mod author to maybe try to put an exception for this particular dialogue or just have the game consider the dialogue being closed automatically (latter being preferable of course)?
If neither is possible, I would prefer if the author mentions this case in the mod description above so that players don't think that the mod is bugged.
Two small bugs:
1. There's a level-start conversation between Sharpe and Internationale. He speaks, she says (roughly) "Don't forget these regular people make your tech.", he speaks, and she says "I need a new partner". I saw her two messages at the start of a level with pauses for Sharpe's lines.
2. In Endless mode, after day 3 all the missions were cleared and there was a single plot mission to fly to, like in the regular campaign. It started with my three agents standing around but I couldn't interact with the game - couldn't click them, rotate the camera, tab between, etc. I thought the game bugged, closed it, reopened it, and returned to the level to find Monst3r there. Maybe it was just waiting on the intro plot or character dialogue and it would've continued if I'd been more patient, I dunno.
