It should be fixed now.
But if you're planning on "coding" the policy yourself and it just happens that I have one like that in my mod there's no need to credit me, we just had the same ideas (or read the same suggestions).
I don't have any plans of updating this mod with new content, but if any bug arise I'll fix it.

I did a quick test ingame and found out why it wasn't affecting their membership. It will be fixed when v1.4 is released.
