So, unfortunately, I would have to change a nation in order to "add" one. The total of all nations must always be 24. If it's not, it leads to a crash. I'm probably not going to remove any of the existing nations for this so it's probably not gonna happen.
What if you took two copies of the game file, gutted one for the faction folders, modified the gutted folders, and placed them in the other game file?
I know the factions are "hard-coded" into the game, so maybe you could merge hard codes?
Not really. The game has a specific set of entries (which is the sum total of all buildings, units, nations, etc.) and if there is even 1 more or 1 less entry than that number, the game crashes. Making a new folder with the new files wouldn't do anything as the game wouldn't detect it at all as well as the fact that it only reads 1 of the duplicate files.
I'm probably gonna make an article on the modDB page explaining what can realistically be modded into the game as soon as the new version lands.
There was also a post from one of the developers a while ago explaining how the game works as regards to modding (try googling it if it's still out there, it explains a lot).
